Preparatory Process

Background

The First ECPA Ministerial Meeting was held in Washington, DC, United States, in April 2010.  This two-day gathering of 29 energy ministers from the countries of the Americas was key to establishing ECPA. The OAS was designated as the partnership’s Technical Coordination Unit.

The city of Merida, in Mexico, hosted the Second ECPA Ministerial Meeting, which took place in May 2015. The event allowed governments to jointly agree on the establishment of a Steering Committee to govern the Partnership and develop an Action Plan with concrete actions to advance the Americas leadership in energy issues.

The Third ECPA Ministerial Meeting convened in Viña del Mar, Chile, in September 2017 under the theme “Energy Transition in the Americas.”  After two days of deliberations, 24 countries agreed on the Guiding Principles of the Partnership and on an Action Plan, which is a roadmap that contains concrete collaborative actions that support sustainable energy. In total, the countries identified more than 30 collaborative actions related to the seven fundamental pillars of ECPA.

Preparatory Process

Looking forward to the Fourth ECPA Ministerial, two regional preparatory meetings were held in preparation for the Ministerial gathering in Kingston in 2020 under the theme “Energy Resilience and Investment Opportunities.” The first meeting convened in Miami on the sidelines of the 2018 Caribbean Renewable Energy Forum held in November, and the second meeting convened in Costa Rica in April 2019.


First Preparatory Meeting: Miami, Florida, November 7, 2018

Background: 

Representatives from 22 countries in the Americas met in Miami on the occasion of the First Regional Preparatory Meeting to present their progress with regard to energy sustainability, transition, and resilience. The meeting allowed for a frank dialogue among countries on the topics to be considered for the 2020 ECPA Ministerial to convene in Montego Bay. These topics focus on:

  • Energy efficiency
  • Resilient energy infrastructure planning
  • Electric mobility
  • Financing mechanisms to de-risk energy transition
  • Use of natural gas and LNG
  • Strategies for enhanced private sector engagement

Objective:

To provide inputs for a ministerial agenda addressing “Energy Resilience and Investment Opportunities in the Americas.” During the afternoon, the meeting broke into two groups to discuss specific recommendations for concretizing investment opportunities in the Caribbean and in Latin America.

Second Preparatory Meeting: San Jose, Costa Rica, April 25, 2019

Background:

Representatives from 20 OAS Member States gathered for the second preparatory meeting of the IV ECPA Ministerial. The proceedings were chaired by the Government of Jamaica.

Objective:

To apprise the National Focal Points of the objectives of Ministerial meeting in order to receive their inputs and promote a discussion focused on the priorities identified in Miami. The event will include a discussion on private sector engagement through the Americas Business Dialogue This exercise will help build a regional approach to issues of common interest in the field of energy, and forge collaborative actions under the ECPA umbrella, thus crystalizing the objectives of Ministerial meeting.

 ECPA Ministerial Dialogue Series

The Ministerial dialogue series will provide a space to discuss experiences, policy options, and technologies to ignite sustainable solutions in the Americas.
