Regional Workshop on Energy Efficiency Designs for Office and Public Buildings in Tropical Climates

The OAS, through its two initiatives the CSEP and the Energy Efficiency Working Group of the Energy and Climate Partnership of the Americas (ECPA) and Trama TecnoAmbiental (TTA) are jointly organising a Regional Workshop on Energy Efficiency Designs for Office Buildings in Tropical Climates.
Since 2008, the OAS is executing the Caribbean Sustainable Energy Program (CSEP), in partnership with the Caribbean Energy Utility Services Corporation (CARILEC), the Caribbean Community (CARICOM) Secretariat and the Renewable Energy and Energy Efficiency Partnership (REEEP). CSEP is designed to accelerate the transition toward more sustainable energy use in the six independent states of the OECS and The Bahamas through a comprehensive approach to mitigate the governance and management obstacles that currently impede its development and use.
Since 2011, the OAS implements the ECPA Energy Efficiency Working Group: Technical Assistance ad Collaboration with the Government of Mexico. The working group provides policy, regulatory, and technical collaboration and support in the advancement of energy efficiency and conservation to the governments of the Western Hemisphere. The OAS, under the leadership and technical support of Mexico’s Secretary of Energy (SENER) and National Commission for the Efficient Use of Energy (CONUEE) respectively, promotes cooperation activities hosted in Mexico or in other countries of the region. These activities include workshops, exchange of missions and seminars on energy efficiency and conservation. ECPA is a flexible mechanism through which governments in the Western Hemisphere, on a voluntary basis, may lead multi-country or bilateral initiatives to promote clean energy, advance energy security, fight energy poverty, and reduce greenhouse gas emissions for a sustainable Americas.
In March 2011 a dialogue was convened on energy efficiency standards and labeling schemes among representatives from the CARICOM Regional Organisation for Standards and Quality (CROSQ), the Bureau of Standards of ten Caribbean islands, CARICOM Secretariat, the German International Cooperation (GIZ) who sponsors the “Caribbean Renewable Energy Development Program (CREDP)”, Organization of Eastern Caribbean States (OECS) and OAS-CSEP. The dialogue allowed synchronization of efforts to achieve regional cooperation in the establishment of regional energy efficiency standards. One of the recommendations raised was the need to establish concrete energy consumption thresholds that can be used in standards in the Caribbean.
In March 2012, the International Standard Organization (ISO) in coordination with the Barbados National Standard (BNSI) and CROSQ held a Regional Training of Trainers on Energy Management – ISO 50001 in Barbados. Among the objectives of the seminar was to enhance the local capacity of National Standards Bodies to provide training on the standard in each country.
In July 2012, the OAS awarded a contract to the consulting firm Trama Tecnoambiental to develop a guideline for energy efficient office and public buildings in tropical climates. The Guideline is considering all the previous efforts made in the region and international best practices relevant to the Caribbean. Additionally, it is expected that the Guideline will be adopted in the future to be an integral part of the Caribbean Building Standards as it might be able to fast-track the Caribbean Application Documents (CADs) for the International Energy Conservation Code (IECC).

Workshop objectives:
– Strengthen the local capacity of the National Standards Bodies concerning the requirements on energy efficiency standards needed to establish the regional energy efficiency standards in buildings.
– Provide the support and guidance regarding the opportunities and barriers with respect to the use and deployment of energy efficiency measures and renewable energy conversion technologies in office and public buildings in the Caribbean Region.
– Discuss program implementation and share lessons learned among delegates and technical experts, in order to establish institutional links and coordination mechanisms with other ECPA energy efficiency activities.

Trama TecnoAmbiental (TTA) Consultants
-Bruno Stagno. Architect and founder of the Institute for Tropical Architecture (ITA) in Costa Rica, and active in Central America and the Caribbean. ITA has recently published RESET Requirements for Sustainable Buildings in the Tropics, enforced as national certification norm in Costa Rica.
-Jaume Serrasolses. Co-founder of Trama Tecnoambiental (TTA), Project Manager and head of the Sustainable Building department at TTA, lecturer at several Masters on Renewable Energies and Energy Efficiency.
-Unai Arrieta. Project Engineer at the Sustainable Building department at TTA, Coordinator of the project.
CONUEE Representative
Paulo Cesar Galván Tobón. Mechanical and Electrical Engineering, Verification Sub-director of the Mexican Official Standards (NOM) systems Energy efficiency in buildings within the National Commission for the Efficient Use of Energy (CONUEE). Participated since 2000, in the Program for Energy Efficiency in the Federal Public Administration Buildings.
