Planning Meeting of the ECPA Energy Efficiency Working Group
Background
Since its inception in 2009, the Energy and Climate Partnership of the Americas (ECPA) Energy Efficiency Working Group main objective has been to provide technical assistance and advice to governments of the Americas in fostering their efficiency and energy savings goals. To this end, a work plan was adopted in 2011 for the implementation of specific activities in this field in collaboration with the Department of Sustainable Development of the Organization of American States (OAS) and the leadership of Mexico through its Energy Secretariat and the technical support of the National Commission for the Efficient Use of Energy (Conuee).
For more than four years, the Working Group convened workshops, seminars and technical exchange missions. Over 650 government officials attended these meetings, allowing regional experts to address a number of technical, financial, legal and policy aspects related to the promotion of national and regional efforts in energy efficiency and savings in the residential, public, industrial, commercial, educational and civil society sectors. More than 30 OAS Member states participated in these events gaining or transferring best practices, lessons learned and sharing experiences in the most diverse and complex efficiency and energy saving fields.
In addition to promoting technical exchanges, the Working Group produced four case studies aimed at assessing specific institutional challenges and related policies that governments of the region aimed to strengthening its energy efficiency frameworks. Institutional, technical, political and legal analyses were performed for Chile, Dominican Republic, Guatemala and Honduras. All four countries have proven a genuine commitment to adopt measures that promote efficiency and energy saving. The study highlights weaknesses, strengths, challenges and opportunities in these countries.
Objetives
- Follow up on the request for greater policy and technical support in energy efficiency made by the energy ministers at the Second ECPA Ministerial held in Merida.
- Establish a framework for cooperation that will further technical assistance and investment in energy efficiency at the national and regional levels under the ECPA umbrella.
- Provide governments and potential donors a general view of the ECPA Energy Efficiency Working Group, including an assessment of the policy and institutional challenges governments of the Americas seeking to strengthen its energy efficiency frameworks face.

Challenges facing countries seeking to strengthen energy efficiency (Part 2) Government officials in charge of the energy efficiency portfolio in the countries where the assessment was carried out will present national energy efficiency strategies and goals. (10 minutes per country)
* Recommendations / observations: Panelists will share national experiences related to the challenges faced by countries in the pursuit of energy efficiency. Each speaker will have 10 minutes to present. Since one of the objectives of this meeting is to encourage dialogue, please try to avoid long PowerPoint presentations if possible, and consider more dynamic options such as making use of notes, flash cards or other memory aids. However, if the use of PowerPoint is absolutely necessary, please limit to no more than four or five slides to provide statistics, maps, photos or any other didactic examples to support and complement on the subject presented. |

Thematic round tables Participants will focus in analyzing the challenges their countries face in developing energy efficiency. Countries will form round tables by sub regions.Each group will internally discuss possible ways and alternatives for overcoming said challenges, based on its mitigation need and urgency. The groups will center their discussion in the following topics:

When all panel members have completed their interventions, the moderator or the audience may pose questions to the members of the panel. Speakers are encouraged to be open to a dynamic interaction with the audience, moderators, and even other panelists! |

Open debate: Energy efficiency perspectives, new tendencies and financial support in the hemisphere An open dialogue that allows responding the main questions addressed during the thematic round tables. In this sense, each round table will present its conclusions and recommendations. Subsequently, an open debate where participant’s interventions will be limited to 5 minutes will be carried. Interventions will be recorded and main results will be part of the meeting report and registered agreements Moderator: Sergio A.
