Implementation of renewable energy and climate change related policies around the globe will require access to accurate, internationally recognized measurements and standards. These will be critical for both policy-making purposes as well as evaluating the impact of mitigation efforts. Such capabilities will be equally important for assessing the impact of energy and climate change policies on the economic development of each country. National Metrology Institutes (NMI) in each country need to be aware of the measurement and standards capabilities necessary for implementation of such policies, and must be able to ensure the quality and international acceptance of data on Air Quality and Greenhouse Gas (GHG) measurements and characterization of renewable energy sources.

The Inter-American System of Metrology (SIM) has undertaken a major effort to strengthen the measurement and standards infrastructure in the Americas. To support this effort SIM and the Organization of American States (OAS) have joined efforts to implement the Renewable Energy and Climate Science: Metrology and Technology Challenges in the Americas initiative. This initiative will build on that effort by establishing a new focus to develop a robust infrastructure for renewable energy and climate science in each country; this effort would directly support the activities planned within the Energy and Climate Partnership of the Americas (ECPA) hemispheric initiative. Through the SIM, this ECPA initiative will provide regional support to the national metrology institutes of the OAS Member States in the implementation of policies that strengthen the use of internationally recognized standards and measurements in renewable energy and climate change. Technical workshops will be convened in each of the sub-regions of the Inter-American Metrology System, which includes the Andes (ANDIMET), the Caribbean (CARIMET), Central America (CAMET), North America (NORAMET), and South America (SURAMET).

The Government of Guatemala will host the first Regional Workshop on Metrology and Technology Challenges ofClimate Science and Renewable Energy in Guatemala City from May 28-29, 2014 to address renewable energy and climate science challenges in the hemisphere. This workshop is open to the whole SIM region and will particularly focus on the CAMET sub-region. Metrology organizations from Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama among other National Metrology Institutes interested in the subjects will meet to discuss the technological challenges linked with renewable energy technology deployment, energy efficiency for buildings and particulate matter and greenhouse gas emissions measurement. The workshop is organized in partnership by the National Quality System of Guatemala, The National Institute of Standards and Technology (NIST) and the Organization for American States (OAS).
