Sustainable Development Expert Jeff Soule to Visit Bolivia on Behalf of ECPA Senior Fellows

Washington, D.C., April 22nd, 2013Jeff Soule, a Senior Fellow in the Energy and Climate
Partnership of the Americas (ECPA), will be traveling April 22nd- April 29th to Bolivia to participate
in workshops and meetings around sustainable energy solutions. Mr. Soule works at the American
Planning Association
as the Director of Outreach and International Programs.

The Senior ECPA Fellows program is a network of high-level technical experts in the fields of climate change and
energy who travel between countries in the Western Hemisphere to consult with governments or other
institutions. The program is sponsored by the U.S. Department of State’s Bureau of Western Hemispheric Affairs
and is administered by Partners of the Americas. There are currently 20 Senior ECPA Fellows who participate in
these international exchanges. The main areas of focus for the program are: energy efficiency, renewable
energy, energy infrastructure, energy poverty and access, sustainable forestry and land use, and climate change
adaptation.

Mr. Soule is an expert in sustainable urban planning and development and will facilitate a conference in La Paz
entitled, “Financial Options for the Development and Implementation of a National Energy Efficiency Policy for
the Plurinational State of Bolivia.” This event will convene members of the Ministry of Hydrocarbon and Energy of
Bolivia with the Inter-American Development Bank (IDB) and the Andean Development Corporation (CAF).
Following the conference, Mr. Soule will participate in a workshop to discuss proposals for the establishment of a
new national energy efficiency policy with a specific focus on the management of rural and urban planning. To
continue these conversations, Mr. Soule will meet with the Mayors of La Paz, Cochabamba, and Santa Cruz as
well as lecture at Universidad Catolica, UNIVALLE, and Universidad Privada de Santa Cruz.
