Dr. Daniel Kammen, a senior ECPA fellow, will be traveling to Nicaragua and Guatemala April 22-30, 2012. The purpose of the visit is to meet with local electricity regulators regarding the regional electricity market and how to regulate it under the new SIEPAC regional electrification scheme, and to speak about the regulation and marketing of a proposed E-10 ethanol blend for Guatemala’s domestic gasoline consumption.
