SUMMARY:Procurement & use of modern tools to model long-term sustainable power resource planning
DESCRIPTION:Traditional procurement (tendering) typically targeted at soliciting offers from potential developers or OEM/EPC providers based on the lowest capital cost and highest efficiency.  Evaluation and award is generally based on the lowest cost of energy (LCOE) of a generating unit without regard for the flexibility of the unit and its impact on the entire system cost and ability to maximize renewable generation. A new approach to procurement is required to evaluate flexibility of a system and the ability of a generator to enable renewable generation at the lowest overall system cost.\n\nAs power systems increase their penetration of renewable generation, the need of balancing intermittency becomes critical. A proper identification of flexible features and services required to support the system is needed.  Flexibility provided by certain technologies is the key to unlock greater penetration of renewables and to ensure reliability of the system.
